Anne Hendrixson: The Rebirth of Targets and Coercion in Anti-Natal Population Policies

The ambitious, anti-natal goals set by the 2012 London Family Planning Summit have not been reached. Yet the effort to reach 120 million women with modern contraception has had profound impacts on population policy. Heralded as the “rebirth of family planning” the Summit marked another rebirth: that of explicit targets and coercion in such policies. In this talk, Anne Hendrixson will examine how the use of targets and coercion has reinforced and hardened problematic ideas about fertility, gender, sexuality, race and place in locating bodies for intervention. Young, brown women in the global South, particularly Africans, are thought to determine the future of the global population size. They are the targets for longacting reversible contraception in the name of women’s empowerment, lowering global birth rates, environmental sustainability and economic efficiency. However, far from being a “rebirth”, these efforts narrow sexual and reproductive health agendas and stigmatize “overly fertile” young women. The case of Depo-Provera, among others, shows how fertility control too often takes precedence over other pressing reproductive health concerns, like preventing HIV transmission and acquisition, to the detriment of young women’s health.
